Acutally hair grows at about half and inch a month, so ur looking at 6 inches per year on average, and the girl in the pic has hair bout a 10 inches longer than yours, so ur looking at about 18-19 months,,,,,but u can maximise growth with various tricks,,,,like standing on your head to maximise blood flow to the scalp,,and put mayonaisse in ur hair once a week, leave it in for around 45 mins then wash it out with a condtioner NOT shampoo as its damaging to ur hair,,,,also avoid ne heat treatments as they snap off the ends so ur harming ur growth patterns

Well, it took my hair around 5-6 months, but that is beacuse:

When I got trims, only half or even less of a inch.

Wash and condition twice every 2 weeks.

Apply a good hair oil twice every month, it helps growth (found in any indian store, just ask for hair oil).

And have a healthy diet.
