He has a little black hair on his tail and he's supposed to have more than just that. His hair is kinda long in some places then short in other places.

I don't know exactly how old the dog is and what you are expecting. How long is long to you?

Does he have fur like that? Can you post a photo?

Any chance you have a smooth collie?

The puppy fluff does turn into long hair---but it definitely looks like long puppy fur.

Is he shedding a great deal?

As for black hair on his tail---what is his coloring?

A picture or more information would help. I don't breed, but I grew up with a grandfather who bred collies and his mother did before that.
